The Confederate States of America is one of two countries that can come into existence through the American Civil War; as such it does not exist at the start of the game. The Confederate States of America attempts to secede from 
美利坚 in order to preserve the institution of slavery in its states.
Historically, the American Civil War ended in a decisive Union victory, which resulted in the dissolution of the Confederate States of America and the re-integration of these states into the United States of America.
Formation
The Confederate States of America (CSA) does not exist at the start of the game.
State regions that are Dixie 
homelands are considered Confederate core states. Certain state regions are not Dixie homelands at the start of the game but can become so if 美利坚 completes certain journal entries.

American Civil War
The Confederate States of America is normally formed through a revolution by the Southern Planters in 美利坚 while the Slavery Debate is active, which starts the American Civil War. The revolutionary country in this case will become the CSA. The Southern Planters are typically provoked into revolution by attempting to pass Slavery Banned. Note that although the war is technically triggered through revolution, the CSA will automatically and immediately drop its wargoal of annexing America from the diplomatic play, thus effectively turning it into a secession.
Release
The CSA can be released after the American Civil War has occurred, regardless of whether it actually formed through the war. The releasing country must fully control the state region of Virginia in order to release the CSA. When released in this manner, the CSA will receive all Confederate core state regions owned by the releasing country.
Secession
The CSA can be formed through secession of the Dixie culture. The American Civil War does not have to have occurred for the CSA to form this way. Note that Dixie will never attempt to secede from 美利坚, even if Dixie is no longer a primary culture of that country.
Trivia
The CSA does not have any unique interest group names or ideologies. This is especially curious in the case of the 
Landowners considering that the country is usually formed through a revolution by the Southern Planters.
