需求

遊戲中，每個人群（pop）都有需求，以模擬他們消費商品的過程。這些被人群消費的商品，其數量和種類，會根據人群的生活水平而變化。大多數需求能通過一系列不同的商品來滿足，因此人群在處理商品過剩和短缺時具有一定靈活性。

人群通過勞動賺取金錢（從自給農業就開始工作賺錢了，因此甚至不用修築建築來滿足就業！），然後花錢購買（和「消費」）商品的循環，占據了維多利亞3中經濟模擬的很大一部分。你的人群有多少錢（由職業和工資決定）和商品價格（在這個國家的市場中，而不是世界市場）是相當重要的。

決定市場商品價格的主要因素，當然是供需關係了。然而貿易路線可以隨時開啟或關閉，他們也會影響價格。最後是貿易關稅。

人群會為了滿足其需求購買商品或其替代品，直到他們購買的商品數量乘以這些商品的基礎價格達到每級財富水平針對每項需求所設定的閾值。所以，在滿足同等需求時，高價商品的所需數量自然偏低。例如，10單位的肉類（基礎價格30Hud money.png，能滿足[math]\displaystyle{ 30 \times 10 = 300 }[/math]需求）與15單位的穀物（基礎價格20Hud money.png，能滿足[math]\displaystyle{ 20 \times 15 = 300 }[/math]需求）能滿足同樣大的需求。

需求滿足的相關計算，僅與購買量、基本價格和潛在痴迷/禁忌有關。

需求種類

不同商品擁有不同的消費權重。這些權重與市場數據一起，作為人群滿足單項需求所需商品的購買方案的參考。這個購買方案的準確公式目前未知，並且很可能有誤[1]，但更大的權重值的確會讓人群優先購買這一商品。

任何一種商品都不能完全滿足大部分需求。舉個例子，無限供應的玻璃並不能滿足人群的「家用物品」需求，他們至少還要買一些家具和/或者紙張。

默認情況下，以下所有商品的權重是相等的，可以滿足最高80%的需求（對特殊商品，則是100%），沒有最低需求。例外情況會於括號內說明。

自給農

Pop peasants.png自給農，也就是在自給建築內工作的人群，一般情況下其在市場上的購買量僅為擁有工作人群購買量的10%[3]。

受撫養人口

每個受撫養人口所需商品為擁有工作的勞動力的一半。默認情況下，受撫養人口與勞動力的比例為3:1[4]。例如，一個10000人口的人群，可能包含2500名勞動力以及7500名受撫養人口[5]。也就是說，勞動力的消費量占總數的40%，受撫養人口消耗60%的商品。

商品消費的確切數字

人群消費商品的確切數量取決於其財富水平及對每件商品的消費權重。

財富水平決定人群消費的標準需求包。標準需求包並不是一個數字，而是一串數字，每個數字的含義為：當所有商品處於基礎價格時，在當前財富水平下，10000名人群為滿足每項需求所要支付的金錢總額Hud money.png。這項數據儲存在Victoria 3\game\common/buy_packages/00_buy_packages.txt文件中。例如在財富等級為13時，標準需求包內基礎食物需求值為164，代表10000名人群必須在基礎食物這項需求上花164元，若無足夠金錢支付，他們將面臨生活水平降低的風險。

人群會根據不同需求制定商品購買方案，使得這些商品的基礎價格（注意不是當前價格）乘以數量再加起來的總額，達到標準需求包中的定義值。存檔中，單個州內的每種文化為滿足單項需求的商品購買（分配）方案儲存在州數據庫里。

設有10000名人群，則他們滿足特定需求所消費的特定商品總額為：

最後考慮人群中受撫養人口和勞動力間不同的消費量。10000名人群中，勞動力會消費1個標準需求包，而相同數量的受撫養人口僅消耗0.5個標準需求包。所以：
