"The Federal Republic consists of provinces which would largely prefer to be independent. Can Central America hold together?"
Central America, also known as Federal Republic of Central America - Republica Federal de Centro America, is a country in Central America. Its starting capital is the city of San Salvador in the state of El Salvador.
Central America starts the game as an Insignificant Power due to its underdeveloped states, however it has one of the most progressive and liberal governments of all the starting countries in the game.
Usually Central America disintegrates partially or entirely within a few years into its seceding states it is made of: 瓜地馬拉, 薩爾瓦多, 宏都拉斯, 尼加拉瓜 and 哥斯大黎加.
Geography and demographics
Central America territory is located in the strategic region of Central America. It borders 墨西哥 and 大不列顛 (province in Guatemala) in the north, 米斯基托 in the east and 哥倫比亞 in the south. Central America's coastlines are adjacent to the Gulf of Mexico, the Caribbean Sea and the Pacific Seaboard.
Across all states the tropical climate allows for forestry, cultivation of grain and plantations such as coffee, tobacco, sugar and dyes. In the state of Guatemala iron can be mined and in the state of Costa Rica coal can be mined. Rubber can be discovered throughout the entire country. The country lacks lead and sulfur mines which have to be imported.
Demographically the country is inhabited across all states by Central Americans, with minorities of Mexicans in the Chiapa state, Mayans in Guatemala (where they are a majority) and Chiapa states, and a tiny presence of Miskitos in Nicaragua state. The country starts with cultural exclusion which makes Mexicans not be discriminated, unlike the Mayans who are discriminated and generate large amounts of radicals in the Guatemala state.

Central American Dissolution
While this journal entry exists, every month, every state of Central America that has turmoil above 20%, has a risk of seceding and becoming it's own country.
To conclude this journal entry, every state of Central America (that hasn't seceded) must have turmoil below 20%.
When a state secedes, an event is triggered with two options to choose from:
- Initiate good relations with the seceding state.
- Worsen relations with the seceding state, but get a claim on it.
For both options radicals and turmoil increase in the remaining states.
If most states secede the country, a different event is triggered with two options to choose from:
- Give up on the Central American union dream, and continue with the newly formed independent country from the state that had the Central American capital.
- Continue named as Central America despite only have one state being part of it.

Strategy
Surviving The Dissolution
Surviving the dissolution is a very difficult task that demands a sequence of changes to be made to reduce turmoil as quickly as possible and very luck as well. Because the consequence of a seceding state results in increased radicals and turmoil on the remaining states, and because even without such penalties the task is already extremely difficult, if any state secedes, the player is recommended to either load a previous autosave, or just restart a new game entirely. Surviving the dissolution, despite its challenge, does not complete any achievement.
Before unpausing a new game some steps should immediately be made:
- Lower taxation to minimum level;
- Increase government wages to maximum level;
- Increase military wages to maximum level;
- Activate Greener Grass decree for all states if possible;
- Activate Violent Suppression decree for all states that allow;
- Market policy of all goods should be changed to "Protect Domestic Supply";
- Start research of social tech Mass Communication;
- Reform government to maximum possible legitimacy. Try to include as many conservative interest groups as possible. Inteligentsia should be ignored.
- Start enacting Censorship law.
After these initial changes, a single day should be played to let the game refresh the interest groups approval and then paused again.
The primary objective is to reduce turmoil by increasing approval of interest groups through laws they like, and increasing standard of living by decreasing prices of basic needs and increasing employment. Not to develop country and increase GDP.
So it should start building these buildings in these states by this order:
- In Costa Rica: 1x Construction Sector, 1x Logging Camp;
- In Guatemala: 1x Construction Sector, 1x Logging Camp;
- In Nicaragua: 1x Construction Sector, 1x Logging Camp;
- In El Salvador: 1x Construction Sector, 1x Logging Camp;
- In Honduras: 1x Construction Sector, 1x Logging Camp.
Afterwards priority should be given to grain surplus. Expansion should be distributed through the central states: Guatemala, Honduras, El Salvador and Nicaragua.
Once grain prices are lowered, wood prices should be lowered too until there is a surplus.
After stabilizing grain and wood prices, a furniture factory should be built in El Salvador.
Afterwards a coal mine should be built in Costa Rica. Once built, the Urban Center in El Salvador should be changed to use Gas Streetlights to generate services and lower their price.
Alongside these goods production mentioned before, there are some laws that should also be changed in the following order after Censorship passes:
- Enact Closed Borders
- Enact Religious Schools
- Enact National Guard
Alongside the enactment of laws, there are some technologies that are more beneficial at this stage:
- Nationalism
- Lathe (Increase production of clothes and furniture to lower price and increase Standard of Living).
From now on until the journal is closed, these are the rules of thumbs to be followed:
- Any random event that has options involving changes to interest groups approval, should be prioritized increasing approval of the Inteligentsia whenever possible, even if it means lowering approval of others. If there's no such option of increasing approval from Inteligentsia, should be prioritized options that don't increase radicals or reduce approval of interest groups.
- After an election, should be choosen option to form government with the most legitimacy possible and include most interest groups possible. The Inteligentsia aren't a priority to be included in the government.
- Violent Suppression decree should continue to be used whenever possible and needed.
- Prices of basic goods should continue to be balanced through construction: grain, wood, clothes, furniture.
- Do not fire anyone, not even from barracks. Firing people off their jobs turns them into radicals.
- If any state secedes, reload previous auto-save or restart a new game.
Post Dissolution Expansion
After the dissolution threat is nullified, proper country development can begin. Early game the player should either focus on expanding basic needs production and trading surplus with neighboring Mexico and New Grenada, or perhaps join Customs Union with Spain or Great Britain to get access to more advanced industries, and feed these markets with plantations goods. Investing in Bureaucracy will be crucial to keep up with import and export expenses. Becoming a protectorate is not necessary as the region does not have many threatening countries - Mexico will be busy defending USA expansion, and New Granada is very peaceful. Some laws can be reformed back to more useful options, as absolute total approval is no longer critical. In fact, inciting a Mayan rebellion can actually be useful to decrease the ammount of radicals from discrimination heavily present in Guatemala state.
Sooner or later expansion might be tempting to get a supply of lead or sulfur. Lead can be obtained nearby from Oaxaca state in southern Mexico. Mexico should eventually lose strength from the USA defeats and will possibly backdown from resisting if the military is modernised. Miskito Kingdom being an small enclave in the territory, should be an easy conquest once a revolt happens and they stop being a Brittish protectorate. Cuba once becomes independent can also be an interesting conquest as most of its population isn't discriminated by most laws in Central America. Resource wise they rely heavily on plantations but will easily become loyal and provide a population boost to the economy. Finally the Zulia State in Venezuela has sulfur and has discoverable oil for late game, however can pose a bigger challenge if they expand their diplomacy network with defensive pacts and alliances in South America. A sulfur alternative can be Brunei across the pacific once enough free declarable interests are available, but a steady supply of convoys are necessary to not be disrupted.
