Some countries can be created after the game start, and some countries exist at the start of the game but can be re-formed if they cease to exist. Country formation is typically done through the Culture screen.
次要统一
For the countries of this type, the only requirements to form it are:
- The country does not currently exist
- Having at least one of the required primary cultures
- Having a country tier lower than the formable country
- Controlling a certain percentage of target states
- Some countries have other requirements
As soon as the requirements are fulfilled, a button to form the nation can be pressed in the "Culture" tab. The country changes, updating the primary cultures and flag and increasing the country tier.
Some types of subjects which own required states also contribute, and, if they also have a matching culture are fully annexed on formation, even if they hold land other than what's required to form the country.

斯堪的纳维亚 are 重大统一. The process for forming them is more complex.
First, a country needs to be of a correct culture, sufficiently high rank, and possibly researched a required technology (Pan-Nationalism for Scandinavia). After fulfilling the requirements, a country becomes a unification candidate. The status is not lost if the rank is reduced.
Just like with 次要统一, a required percentage of states needs to be controlled. However, other nations of the correct cultures that are not a unification candidate themselves can back a candidate if the relations are sufficiently high. A country backing a candidate contributes its controlled territory to the requirements and is annexed on formation. Being a subject, even of a completely uninvolved country, does not prevent a minor from backing a candidate.
Multiple unification candidates can exist for the same country. While this doesn't prevent the nation formation, minor nations can back either candidate, if they like one of them much more than the other, or none of them if the relations are close. One candidate can target another with a special diplomatic play from the nation formation menu, called leadership play. The war goal in it is to make the other country renounce their ambitions to unify the nation, removing them as a unification candidate. It is resolved as a normal diplomatic play; either country can sway other countries, back down, add other goals, and so on. The country that gives up their unification candidate status becomes a normal minor, and can back another candidate.
If not all minors are backing the candidate and no other candidate exists, a unification play can be launched. All minors backing the candidate will join as allies, and all minors not backing them will be targets. Other countries may join this diplomatic play as usual. Unlike most diplomatic plays, unification play can be started even if relations are very high.
States held by countries of other cultures don't feature directly in the 重大统一; a candidate could conquer them using normal means or somehow ensure they fall under control of a minor that backs them to make them count for the requirements.
Other unifications
加拿大 and
澳大利亚n colonies can be merged either by a shared overlord or by the colonies themselves though a special decision.
The 北德意志邦联 and
南德意志邦联 can be formed through a journal entry for countries of those cultures. For the journal entry to activate, one must be a major power and have researched nationalism. When the entry is active and the country controls at least 10 undivided states directly, they automatically change to the federation country and receive an event giving influence and prestige.
