Paraguay begins as one of the most eccentric nations in the world. Since 1814, it has been led by José Gaspar Rodriguez de Francia, an ideological devotee of Rousseau, who seeks to spread the ideals of the Enlightenment through dictatorship. The country accepts the indigenous Guarani people and opposes the Catholic Church, but is isolationist, autocratic, and makes use of a secret police. However, Francia is now in his seventies, and his death may pave the way for the collapse of his ideological project.
Starting as a Platinean and Guarani nation, Paraguay is able to form 没有结果. However, like other nations in South America, the spread of Nationalism may prevent any pan-national aspirations, as a distinct Paraguayan identity begins to emerge.

The eccentric and uncompromising reign of the Supreme and Perpetual Dictator of Paraguay, Doctor José Gaspar Rodriguez de Francia, has dominated most of Paraguay's post-independence period. With the support of his Secret Police, the dreaded Pyraguës, Doctor Francia has ruled the country with a firm hand, exchanging his silken glove for an iron fist whenever needed.
But the Perpetual Dictator's age is starting to show. And thus, in Asunción there are whispers. Whispers that Francia's vision of an isolationist, Rousseauian paradise, may not survive the good Doctor himself.

Begin by declaring war on Brazil for the state of Paraná. Brazil is much stronger than you but is distracted with the Ragamuffin War, so you can win this with a little bit of luck (if you don't, it's early enough to restart). The Enlistment Efforts decree will give you a few more conscripts to work with. You should also immediately begin incorporating Paraguayan Mato Grosso and improving relations with Britain and the US. Paraná gives you sea access but more importantly coal mines. It's also a Guarani homeland so you should incorporate it before de Francia dies if possible.
The first major Journal Entry, following de Francia's death, will require in total 2 construction sectors, 3 iron mines, 2 logging camps, 2 arms industries, and 20 barracks (note that you won't be able to build beyond 5 barracks before getting off National Militia) in Bajo Paraguay so you can start building these as is convenient. Meanwhile, research your way to Nationalism to unlock the Rio de la Plata Journal Entry. You won't need to form La Plata, but you can use the extra maneuvers and claims to take land from Argentina. At the very least you should take enough states to cut them off from decentralized Guarani, you could also feasibly full annex Argentina in one war if you wanted to.
Although Argentina is much larger than you, they start about equal in military strength so it is not too difficult to outbuild them by this point so long as they don't have any serious help. The land you conquer from Argentina, plus Paraná, should be enough to satisfy the second Journal Entry once the first is completed. You're now a reasonably stable minor power and can progress in whatever direction you like. Unlock (with Civilizing Mission) and complete the Populating the Americas Journal Entry for the achievement and otherwise play how you wish.
