he Free States of America (FSA) is an alternate history counterpart to the 美利堅聯盟國, where 美利堅 expands slavery and abolitionist interest groups attempt to secede in order to keep slavery out of their states. It is also a formable country.
Free States of America can also (re)form the full United States of America.
Formation
The Free States of America can be formed by any country of Grand Principality tier or lower that has Yankee as a primary culture. The forming country must control at least 75% of Free American core states in order to form the FSA.
The following countries are capable of forming the Free States of America. Only Columbia District (Oregon) exists at game start; all of them are releasable.

Core States
State regions that are Yankee homelands are considered Free American core states. There are 19 state regions with Yankee homelands at the start of the game, and another 13 can become so if 美利堅 completes certain journal entries.

American Civil War
The Free States of America is most often formed through a revolution in 美利堅 while the journal entry The Slavery Debate is active and the Southern Planters are in government; this triggers an alternate version of the American Civil War. The revolutionary country in this case becomes the FSA. This revolution typically comes about through a highly radicalized movement to enact Slavery Banned. While the war is technically a revolution, the FSA's initial war goal of annexing America is automatically and immediately dropped from the diplomatic play, effectively turning it into a secession.
Secession
The FSA can form through secession of the Yankee culture. The American Civil War does not have to have occurred for the FSA to form this way.
