Steel Mills.

Many of the northern states start off with a lot of mines and mining potential, with the 
Gold Mine in Asturias being a great help. However, Spain itself lacks many discoverable resources, and will need to start colonising and fighting its neighbours to thrive. Spain can also build plantations in its 
Colony Colonies and mainland states. Most agricultural goods can be created at home, although colonisation may be necessary for rarer resources.
