Federation of the Andes is a formable country in South America. It can be formed by any North Andean or South Andean country that has the active journal entry Bolívar's Ambition while any Andean country has researched 
Pan-nationalism.
Historical background
During the Spanish American wars of independence, the idea of a unified Spanish American nation was proposed by Francisco de Miranda and championed by Simón Bolívar. While this idea was never accomplished, there were several united regions at various points, including

Formation
The following countries can form Federation of the Andes when they control 80% of its core states and the active journal entry Bolívar's Ambition, and any of them has researched Pan-nationalism.
Federation of the Andes is a major unification which means a country does not need to directly control core states but can instead gain the backing of other North Andean and South Andean countries.

Core states
Federation of the Andes's core states constitute the North Andean and South Andean 
homelands. There are 19 such states at the start of the game, and either Araucania or Patagonia may gain a South Andean homeland as well. The North Andean and South Andean cultures may also lose homelands as the various countries change to a national culture from the regional one.
