Historical background
After the end of the Napoleonic wars, Sweden emerged as the most populous and wealthy country in Scandinavia, outmatching its old rival 丹麦 and with 挪威 firmly under its boot. Despite losing 芬兰 to Russia in 1809, Sweden has a long and proud history of military proficiency, even if the last time Sweden was at war was in 1814. The modern era was not kind to Sweden, with many of its poorer citizens leaving Sweden behind forever for a better life in 美利坚. The strong farming culture and agrarian economy held Sweden back compared to the rapid industrialization seen in its neighbors. Only in 1870 did Sweden really enter the Industrial Era, during which, a strong democracy emerged.

Once Pan-nationalism has been researched by any Scandinavian nation, the major unification system kicks in. When that happens it is likely that at that time both 丹麦 and Sweden will have the same power rank, that of major power, assuming that Sweden has kept Norway and Denmark hasn't been on the wrong end of a war against a major German nation. As long as either country remains the same rank, a war over leadership is necessary to ever form Scandinavia. Denmark may at some point fall below major power rank, but it is not a given, so to be certain Sweden will have to rise to great power status to avoid the war of leadership.
At the very beginning of the game, Denmark and Sweden have very cold relations but not actually a rivalry. Very soon, Denmark will likely either choose to be conciliatory or declare a rivalry. This leads to a sort of prisoners dilemma.
If Denmark decides on a rivalry and sticks to it, it is very difficult to ever form Scandinavia and at the same time avoiding war. If Denmark choose to be conciliatory, Sweden can then choose to meet those diplomatic efforts or choose the way of rivalry. If good diplomatic ties are established, Sweden can potentially form Scandinavia by rising to great power status, improving relations with Denmark (and potentially a independent Finland) without ever firing a single shot. As long as Norway remains a junior partner of Sweden and at least decent relations are kept, their vote can be taken for granted.
•Another quick and easy strategy is to declare an interest in the North Sea before unpausing. Unpause, and when the interest activates on January 31, declare on Denmark to take Iceland from them. No great powers will be involved besides Britain who leans more towards your side. Add "Puppet Denmark" as a primary demand, then let the war tick. When you inevitably singlehandedly stomp Denmark as you start with nearly double their army, just enforce the puppet, you don't have to actually take Iceland. Tada, all of Sweden, Norway, Denmark, and Denmarks puppets as your subjects in 1836!
