Historical characters
Germany can "inherit" historical character templates from other German countries, as long as those countries do not exist and Germany owns the appropriate states.

Strategy

Forming GroßDeutschland
- Research
Nationalism to begin the process of unifying the minor German countries into the
北德意志邦联, once this is done you can research whatever until researching
Pan-Nationalism becomes viable.
Bankroll
俄罗斯 to gain an File:Obligation.png obligation from them, once you have the obligation stop bankrolling them and begin bankrolling
法兰西.
- Bankroll the minor German countries to increase relations, once any given country has max relations move on to bankrolling another state, if the lesser German country isn't in your
customs union use an obligation to make them join your customs union.
- After receiving obligations from both Russia and France, and your relations with the minor German countries are high enough as to not remove themselves from your customs union, declare a leadership play on
奥地利 and call in France and Russia using your obligations.
- Win the Austro-Prussian War.
- End
rivalry with and begin bankrolling Austria to gain an obligation.
- Once you have the obligation and max relations with Austria, begin an easy to win war and use the obligation to call them into the war giving you an automatic boost to unification acceptance.
- When Austria accepts unification, form
德意志 thereby annexing Austria.
- Dominate the rest of the game.
