Luxembourg is an insignificant power and one of the smallest countries in continental Europe and in the entire game. It is the junior member of a Personal Union with 尼德兰, but at the same time it is completely isolated from the Dutch market, separated by 比利时 and 普鲁士.
As a North German country, Luxembourg can potentially form the 北德意志邦联 and 德意志, but the state of Wallonia does not count towards either formation as it is not a North or South German homeland.

Luxembourg matches its modern borders, neighboring 普鲁士n Nordrhein, 比利时 and 法兰西. Its only province, Luxembourg, is a split state of the state region Wallonia with Belgium controlling the rest. On the upside the only province has a state trait, which increases coal mine throughput.

Luxembourg has two primary culture; North German and Wallonian. Its initial Citizenship law is National Supremacy, so Flemish, Dutch, South German and Swiss are not discriminated. Protestants are however discriminated due to the State religion law.

Luxembourg does of course share its monarch with the Netherlands. The monarch happens to belong to the Petite Bourgeoisie, but at the beginning there is actually not a single pop in Luxembourg supporting that Interest group. The only buildings are farming, so the landed elite is deeply entrenched. Once Luxembourg declares independence (or gains it by accident), the following Monarch will likely not be Petite Bourgeoisie, completely removing them from the country.
A single province nation
As rebellions can not occur in capital provinces and Luxembourg has only one single province, it means that revolutions are impossible. One can change as many laws as you want and have as illegitimate a government as you like, and the only potential consequence is turmoil until another province is gained.

Declaration of Independence
Luxembourg starts in a frankly very strange place. Completely isolated from the Dutch overlords, it essentially functions as its own market. Furthermore, if you declare war on the Netherlands on the 1st of January 1836, it is very likely you can win a war against the Netherlands without ever fighting a battle or even raising troops. The Netherlands AI will be cocky due to their in paper overwhelming force and will therefore likely not call in any allies. But they cannot actually get any troops to Luxembourg. As long as you do not demand any other war goal or try to recruite any allies, the war will come and go without any events at all, and the Dutch will eventually capitulate giving you independence.
Next steps
Once either Austria or Prussia has researched Nationalism, the German Major unification starts. Since Luxembourg can actually vote in the matter, Prussia has an interest in your favour, however small you are.
If you improve relations to +50 and officially support Prussia, it is very likely that they will either accept you as a protectorate or for an obligation let you into the market. This vastly improves the standard of living and economy, as well as give you a bona-fide world class protector. Once you are in the market, you can safely remove your support of Prussia.
Which one you should choose is a dilemma. Not being a protectorate gives you of course some independence, but accepting protectorate status makes it very likely that Prussia will fight offensive wars for you to annex the rest of Wallonia, Flanders and possibly Dutch provinces.
It is less likely, that France wants you as a protectorate or in their market since they don't have a national formation to care about, but it if they do, the same dilemma applies to them.
To the future
Annexing the rest of Wallonia and Flanders is the obvious next choice. You are not going to win any wars against your other neighbours, and you do need some coastline before you can expand anywhere else. After Belgium is annexed, you can establish colonies in either Asia or Africa is a good way to gain resources, which your home provinces can use in industry. Alternatively, try to puppet the Netherlands after reducing them to a Minor Power; this will make you the overlord of the Dutch East Indies.
You can tailor your production to the larger markets and possibly be one of the richest places on the planet.
