Romania is a formable country in Central Europe. It can be formed by any country below kingdom tier with Romanian primary culture.

Historical background
Romania was unified in 1859 when Alexandru Ioan Cuza was elected as prince of both Wallachia and Moldavia. This personal union was formalized in 1862, though Cuza was forced to abdicate shortly after in 1866. The United Principalities, as they were initially called, were still a nominal vassal of the Ottoman Empire until they declared independence in 1877 as part of the Russo-Turkish War of that year. Following the war, Romania gained Northern Dobrudja, but the country largely remained confined to the original territory of Wallachia and Moldavia.
Following World War I, as both the Russian and Austro-Hungarian empires collapsed, Romanian portions of both countries were granted by treaty or voted to join Romania. During World War II, parts of Romania were annexed to Bulgaria, Hungary, and the Soviet Union, and only the Hungarian annexation was restored following the war. The Soviet portion became the modern country of Moldova at the end of the Soviet Union.
Formation
The following countries can form Romania when they control three of its eight core states. Romania is also releasable by any country which controls its capital and two other core states.
If formed by Wallachia, Romania retains the Sericulture technology.

Out of the two starting options that can possibly form Romania, Wallachia has a slight advantage because it starts with a coal mine. Although the same strategy can easily work for Moldavia as well, this playguide has been written as Wallachia, in an 1.5.12 ironman setting, with directly controlled investment funds, and using savegame dates strategically to see potential diplomatic play sways.
Starting situation and the first 5 years
Firstly, the army is in dire need of a reorganization from Peasant Levies into a Professional Army, until at least 10 battalions can be raised.
The iron mines should be opened up early along with one arms factory or tools factory.
Prioritizing the research of Nationalism as second after Mass Communication will greatly speed up the formation of Romania.
Sending diplomats to increase relations with Russia will help in gaining a crucial ally later on. Along with Russia, other GP in the area should be befriended continuously until cordial relations.
When at least 10 units can be sustained at full mobilization, Wallachia can look to start an early independence war against Ottoman Empire, seeking the help of a Great Power. Most times Russia will accept to enter the war. The demands of Wallachia should include Independence, annexing Dobruja, and liberating Moldavia. When the war starts, depending on the luck, Russia will also fight in the Caucasus, which means Wallachia could be left alone in Balkan front. If this happens, it will be very hard to keep the country unoccupied until Russia decides to actually fight where they are needed. Sometimes it helps to designate a strategic objective on Bulgaria or Wallachia to make Russia assign their battalions accordingly. When the war ends around 1840, Wallachia should quickly incorporate Dobruja, increase SoL there, and ally or become best friends with Moldavia. Joining the Russian or Austrian market is easy and useful to regain the money lost in the war.
Forming Romania and becoming Minor Power
After Nationalism has been researched completely, a journal entry to form a union with Moldavia becomes available. It requires Wallachia to have at least +1 relations with every GP in the region, which most of the time means also Ottomans.
By 1845 the union can be enacted. It comes with a decision to ask Russia for the northern part of the Danube Delta, which they always accept. From now on, Wallachia has to keep the union ongoing for 10 years until it can form Romania.
Increasing GDP by building factories for vital goods and expanding the resource extraction will allow Wallachia to grow its army and research power. Researching new army tactics and units is now the most useful, along with banking and metal extraction technologies. Keeping up with military tactics will make difference in the fight with Austria.
A new war with Ottomans, again with the help of Russia, can result in gaining Bulgaria and expanding south.
Knocking on Austria's door
At around 1860 Romania can be quite powerful, with an army of at least 30 battalions, a GDP of 10M+, a GP ally, and good relations with Western Europe. Increasing research power to 90 will speed up the tech spread of a lot of techs which were left behind.
By this time, the country has everything in place to offer a good economical gameplay strategy-wise by growing enough to sustain its own market, leaving the Russian one. Usually, the problem of having an independent market as Romania is the need to import large quantities of lead, dyes, tools and liquor, which in turn increase the need of ports for convoys. This is why expanding south is a good option, even as far as conquering Constantinople.
At the other side of the country, Austria sits mostly on its own with no allies, or maybe just has a defensive pact on its side. It will be nearly impossible to win in a single-front war against them even with Russia as an ally and outnumbering them 2 to 1, as Austria's army stats are always ahead of Russia's. Therefore, 2 allies are needed to win against Austria, or them being in two big wars at the same time. Either Prussia (German Empire) or Ottomans, in some unlikely scenario France can be the ally needed to keep Austria managing 2 fronts. If such a diplomatic sway becomes possible, Romania should demand South and North Transylvania, go to war and do everything possible to nullify Austria's superior army by using commanders with special orders and clever mountain-front management. A successful war will bring a lead mine more valuable than gold, and remove the mountain fronts from the potential next war.
If you still have quite some time before the "All for One" journal entry completes or haven't triggered it yet, you may instead demand liberation of Transylvania, as this entry allows you to form a personal union over them.
With both Transylvanian states and Wallachia under your control, you already meet the threshhold of 3 full states required to form Romania - it is advised to form it through the country formation menu, as this way you will gain claims on all Romanian homelands, plus a bit of temporary prestige. Forming Romania through the journal entry will only annex your subjects and won't grant you claims.
Major Power and final push
By 1900, some government reforms would need to be already enacted to deal with the increased number of people of other cultures and religions, also to unlock use of investment funds for something other than only agriculture. Managing the economy should make use of taxes so not to end up with provinces with low migration attraction and many unfilled jobs. The large army and state expenses will result in big deficit in times of war, so stockpiling gold should happen before wars.
Final push again against Austria for gaining Banat, Bekes, Austrian Moldavia in one single war would result in the same problem with Russia being unable to win most of their battles against Austria. This time it could be easier to just enter the diplomatic play hoping for Germany's willingness to join, and let Russia alone or even cut ties with them as their enemies would be unwilling to help Romania due to alliance with Russia. A total of 100+ Romanian army and a German Empire of at least 300 can win the war easier than a 450 battalion Russian army, as Romania's army would be superior to Russia's by this time.
If all goes to plan and the war is won with some western GP's help, by 1915, Romania can see itself holding all Romanian lands but one: Bessarabia. Russia might be willing to exchange Bessarabia for another province, although that is less likely. If Romania holds provinces in Caucasus, Eastern Turkey, Poland, they can try and exchange them. Otherwise, a war against Russia will allow the player to gain the ultimate Romanian achievement of owning all the lands inhabited by Romanian people. If not, focusing on increasing GDP and army can see the country become a GP.
