Agitators provoke political change by supporting or forming political movements aligned with their ideology. They can be a boon that helps pass a law unpopular with the current government or a bane that foments a revolution.

Each country can support only a certain number of agitators at one time. All countries have a base of 1 agitator slot, which is increased by 1 with each of the technologies: Labor Movement,
Political Agitation, and
Mass Propaganda.
Great powers,
major powers, and unrecognized major powers have an additional slot.
While a country has an empty agitator slot, it can either invite an exiled agitator or a new agitator can spawn randomly. Certain events and journal entries can also spawn agitators. The chance for a new agitator to spawn depends on a country's national , with higher literacy increasing the chance.[1] For example, a country with 50% national literacy can expect a new agitator to spawn within about 7 years. Having more open slots does not increase the chance of a new agitator spawning.
When an agitator appears in or is invited to a country, they join or create a political movement which aligns with their ideology. Agitators can also support an existing political movement that is supported by the interest group they are affiliated with, as long as it does not conflict with their ideology. Agitators add half of their popularity, whether positive or negative, to a movement's support. If an agitator's political movement succeeds or disbands, the agitator joins or forms a new political movement. If an agitator cannot support or form a political movement in their current country, they are exiled or retire.
Randomly generated agitators generally have ideologies that are opposed to the laws of the country. They are also more often affiliated with more populist interest groups, namely the ,

. When an agitator creates a new political movement, they always select the largest possible stance change possible. For example, in a country with both
Serfdom and
Legacy Slavery, an agitator with the
Abolitionist ideology would first create a movement to enact
Slavery Banned as that is two steps away from Legacy Slavery, and only after would create a movement to enact a different Land Reform law.

Agitators have a number of special character interactions. In particular, with the DLC enabled, agitators can be made into
generals or promoted to lead their affiliated interest group.

Historical agitators are generally exclusive to DLC, such as the Immersion Pack; otherwise, agitators are randomly generated. Many historical agitators are created through events or journal entries related to their causes, locked to certain countries or certain primary cultures.
