Victoria 3's interface, also called the graphical user interface (GUI or simply UI), has a number of specific screens and visual elements. This article focuses on the pragmatic purpose and utility of the interface. Note that many UI elements can be hovered over with the cursor to reveal a tooltip with more information. Explore the tooltip functionality as you get used to navigating Victoria 3!

Launcher

The Paradox launcher is used to launch the game and adjust pre-game options. The launcher has five tabs accessed from the left of the screen and described in detail below. Note that the top bar of the launcher is accessible on each tab and includes notifications, paradox account login, and language settings.

Home tab

Resume and Play buttons – Resume continues from the last saved game, play opens the game to the main menu.

Playset – Add, import, or choose from previously saved playsets.

Game version – Just below the mid point on the right side of the screen is the current game version number and name.

News – DLC, developer diaries, and other updates appear in tiles near the bottom of the screen.

DLC

All DLC enabled – This toggle in the top right corner allows all owned DLC to be quickly enabled or disabled.

Owned content – All owned DLC is listed with a toggle to enable or disable.

Playsets

Playset selector – This box near the top right corner allows quickly adding, importing, or selecting a playset of mods.

Add more mods – Shows all installed mods allowing them to be added to the selected playset.

Browse more mods – Opens Paradox mods.

Mods

This tab is renamed All installed mods once any mods have been installed.

Browse more mods – Opens Paradox mods.

Mods tools – Allows for the quick creation of a new mod folder.

Upload mod – Allows for the quick upload of a mod to Paradox mods or the Steam workshop.

Game settings

This tab houses basic graphics and language settings and allows the game to be launched in debug mode.

Main Menu

The main menu is the first screen after selecting play from the launcher. Note that clicking resume in the launcher bypasses the main menu and launches directly into an active game. The main menu shows an animated background and a variety of options detailed below:

Single player

Continue – Resume the most recent save. The continue button displays the flag of the previously played country for ease of remembering. Hovering over the button shows the name of the saved game, country, and in game date.

New Game – Opens the objectives menu detailed in the objectives section below.

Load – Shows all saved games with the name of the saved game, country, in game date, and last played date. Note the option at the top to show invalid savegames. Saves can be selected and loaded or deleted.

Multiplayer

Host Game – Opens the host multiplayer game menu detailed in the multiplayer section below.

Join Game – Opens the join multiplayer game menu detailed in the multiplayer section below.

Other buttons and elements

Exit to desktop – Closes the game

link Achievements – Shows all in game achievements. Filters at the top enable viewing all, only unlocked, or only locked achievements. While in a play session, the filters show all, possible, or unlocked achievements instead. Note that achievements are categorized by difficulty ranging from easy to very hard and once achieved the icon is colored in and the text brightened.

Credits – Scrolling credits sequence for the base game and DLC

Account – Log in or out of a Paradox account and toggle automatic log in from Steam. Note this also allows editing the user name by using the refresh button.

Settings – All graphics, audio, game, and controls settings.

Theme – Opens the theme selector detailed in the theme section below.

DLC – The bottom left of the main menu shows the icons for currently released DLC. Hovering over an icon reveals the name and a short blurb about the DLC as well as if it is currently enabled or not. Clicking on an icon opens the corresponding store page in Steam.

Discord – Clicking the Discord button in the bottom right corner opens the official Victoria 3 Discord.

Game version and checksum – The current game version name and number as well as the multiplayer checksum display in the bottom right corner.

Theme

Theme settings allow the player to change certain visual elements. Note that the theme selector is available in the base game, but many visual elements require specific DLC content. Each theme setting can be individually chosen and elements from the base game and various DLC packs can be mixed together to create the exact aesthetic the player desires. The theme selector has two tabs: theme and day & night cycle. Both tabs are detailed below.

Theme

User Interface – Changes the base color and borders of many UI elements such as buttons and the backgrounds of various windows and tabs.

Paper Map – Changes the in-game paper map appearance.

Table Top – Changes the table top surrounding the in-game paper map.

Table Object – There are four table objects (top left, top right, bottom left, bottom right) that are individually selectable and appear on the table top around the paper map.

Table Cloth – Cloth which holds coins representing each active 'major' DLC

Day & Night Cycle

Enable day night cycle – Toggle the day night cycle on or off.

Simulation speed – Changes the length of the day night cycle.

Sun hour – Changes how many hours of the day night cycle are daylight.

Enable sync local time – Synchronizes day night cycle to the computer's clock. This overrides the simulation speed setting.

Time of sunrise – Sets sunrise only when using enable sync local time setting.

Enable manual time – Allows setting the time to a specific hour. Note this overrides both simulation speed and sync local time settings.

Objectives and country selection

The objectives menu allows choosing a goal that uses a series of journal entries during the playthrough. Clicking on any objective except sandbox shows four recommended countries. Clicking select country or the sandbox objective goes to a view of the world map where any centralized country can be selected. Before clicking start game, the game rules, achievements availability, and ironman mode can also be adjusted.

Country selection

From the world map, clicking any country shows details about it including its name, rank, ruler, military size, GDP, population, arable land, literacy, religion, culture, standard of living, and any active wars and diplomatic plays, diplomatic relations, and states. Each country also has a small bit of flavor text although many countries have the same generic text about the Victorian era. Selecting a centralized country enables the start button, which launches the game session. Before clicking start, several options are available on this screen: whether or not achievements are allowed, game rules, opening the game for multiplayer, selecting a country at random, or launching the game in observer mode – setting every country to be AI controlled. Note that game rules, including ironman and achievements cannot be changed once the game session has started.

Once you have selected a country, you are shown the the country interface. The game always starts paused so take time to familiarize yourself with the information presented to you. The UI is broken down into distinct areas each of which is detailed in depth below. Remember that each element can be hovered over to reveal a tooltip with additional details or information.

Current situations and alerts

The current situation button shows a number representing how many unique categories are within. The button glows gold when new information is available and can be clicked on to view the list. Situations are grouped by type and color coded by priority (red are considered high priority by the game). Right clicking on or hovering over the right side of an item to reveal a small "x" allows you to remove a situation from the list. If you have removed any situations, a refresh icon and number representing the removed items appears at the top of the list allowing you to reset it and reveal all situations again. The message settings button in the top right of the list allows you to customize how alerts and notifications appear. Depending on message settings, some alerts appear as floating icons beside the situation button, clicking them takes you to the corresponding screen and right clicking dismisses them.

Top bar

The top bar provides at a glance information about the state of your country including the balance of each capacity and key demographic information. The bar is split into two rows and from left to right the top bar contains the following elements:

Top row

Country flag – This is the flag of your country, clicking it opens the country tab with additional information.

Rank – The small circle with a number directly below your country flag is your rank. Clicking it opens the "countries – at peace" ledger.

Bureaucracy – The current balance of your bureaucratic capacity measuring your ability to collect taxes, run institutions, conduct trade, and employ generals and admirals. Excess bureaucracy causes the right side of the bar to fill with a scaling bonus to state construction efficiency maxing out at 100% excess (meaning you produce at least double what you consume). A deficit causes the left side of the bar to fill with a scaling malus to tax waste and government dividends maxing out a at 100% deficit (meaning you produce less than half of what you consume).

Hud authority.png – The current balance of your authoritative capacity measuring your ability to enact change in the country through decrees. Excess authority causes the right side of the bar to fill with a scaling bonus to law enactment time maxing out at 100% excess (meaning you produce at least double what you consume). A deficit causes the left side of the bar to fill with a scaling malus to opposition interest group approval and radicals from movements maxing out at 100% deficit (meaning you produce less than half of what you consume).

Hud influence.png – The current balance of your diplomatic capacity measuring your ability to conduct diplomacy. Excess influence causes the right side of the bar to fill with a scaling bonus to infamy decay and leverage generation maxing out at 100% excess (meaning you produce at least double what you consume). A deficit causes the left side of the bar to fill with a scaling malus to prestige maxing out a at 100% deficit (meaning you produce less than half of what you consume).

Military convoys.png – The current balance of your available convoys enabling you to conduct trade and supply armies overseas. Excess convoys causes the right side of the bar to fill with a scaling bonus to trade route competitiveness maxing out at 100% excess (meaning you produce at least double what you consume). A deficit causes the left side of the bar to fill with a scaling malus to your supply network maxing out a at 100% deficit (meaning you produce less than half of what you consume).

Hud money.png – The current weekly balance of your national treasury. A gold bar indicates your country has a supply of gold reserves. Running a weekly surplus continues to add to your country's gold reserves. When the bar is full your gold reserves are at capacity causing a portion of your income to be wasted and lost. Running a deficit uses your gold reserves until they are depleted and you are forced to borrow on credit. The bar fills with red as your debt approaches your credit limit potentially causing you to default and eventually declare bankruptcy.

Bottom row

Gdp.png GDP – You current gross domestic product, representing the total value of all goods produced in your country.

Literacy.png Literacy – The percentage of your total population that can read and write, affecting your innovation cap and tech spread and the rate at which pops gain qualifications.  

Standard of living.png Standard of Living – The average standard of living in your country representing your pops living conditions.

Population.png Population – The total population in your country.

Political radical.pngs – The pops in your country that are discontented and oppose the government

Political loyalist.pngs – The pops in your country that are happy and support the government.

Infamy reputable.png Infamy – The amount of diplomatic infamy your country has. The icon updates based on infamy thresholds.

Lock toggle – Unlocking the toggle hides the bottom row until you mouse over the top bar.

Left bar

The left bar opens tabs with additional details about the many facets of your country including the government, buildings, technology, and pops within. From the top down:

Panel politics.png Politics – Details about the leader, interest groups, laws, and institutions present in your country.

Panel production overview.png Buildings – An overview of each building currently present and able to be built in your country or abroad.

Bottom bar

The bottom bar contains the lenses, the primary buttons for interacting with Victoria 3. Using a lens you can construct buildings, issue decrees, conduct diplomacy, perform military maneuvers, and set-up international trade routes. From left to right:

Outliner and feed

Certain situations such as the passage of laws, ongoing diplomatic actions, diplomatic plays, brewing revolutions, and pending events are automatically pinned to the right side of your screen. Below those are outliner elements you can manually pin such as military formations, interest groups, or market prices. In the bottom right corner is a feed of foreign and domestic events. Using the outliner button from the left bar or the star icon present on many tabs you can customize what appears in your outliner. Note that many of the automatically pinned situations can not be removed and remain pinned above your outliner as long as they are ongoing. The feed can be customized using the message settings in the current situations button or top right corner of the screen. Some journal entries are also automatically pinned at the top right but can be easily removed by clicking the star icon.

The top right corner shows the in game date, game speed, and construction queue.

Date – The date bar progresses through the week from Monday to Sunday, and each day has four phases (morning, afternoon, evening, night) represented with the sun and moon icon.

Game speed – The game can be paused or unpaused and the speed selected using Roman numerals or hotkeys (by default, ␣ Space to pause and unpause and the numpad NumPad 1-NumPad 5 or +- signs to adjust speed)

Message settings – In addition to the current situations button message settings are available in the top right corner allowing you to customize how alerts and notifications appear.

Main menu – Opens the pause menu, allowing you to access many of the functions from the main menu in addition to saving your game and switching to another country or entering observer mode.

Music player – Pause the current track, skip to the next track, adjust the volume and mix of music, and enable or disable certain soundtrack or individual songs.

Multiplayer

Playing multiplayer allows you to share the world with other players, each leading a different country throughout the Victorian era simultaneously. You can either create and host a new multiplayer game or join a game hosted by someone else.

Host multiplayer game

To host a multiplayer game, select host game from the main menu or open for multiplayer from the pause menu of a current game. When hosting, there are a few options you must select before the game is available for others to join.

New game – Select the start date for your game. Currently, the only official start date is January 1, 1836.

Load saved game – Select an existing save file to open as a multiplayer game.

Visibility – If set to private, players must be invited using the server ID shown after starting the game. If public, players are able to see your game when browsing from join game.

Game Name – The name other players see when browsing for or joining your game.

Password – A password is optional but useful if you want to control who is able to join.

Auto-accept hot join – Hot joining is when a player joins an in-progress game. Auto-accept allows them to join without waiting for your approval.

Note that there are no settings under the game info tab, but you can see the current version and checksum for your game, enabled DLCs, and enabled mods. All players must be on the same version with the same checksum. If any DLC is enabled by the host, all players have access to it. After clicking host game, you bypass the objectives menu and see a similar country selection screen to the single player game. Note that all players in the lobby must click select in the bottom right corner before you are able to start the game.

Join multiplayer game

To join a multiplayer game select join game from the main menu. A list of all ongoing public games is visible. Use the filters at the top to refine the list for games without a password and the same checksum or search for a game by name. The game name, players. status. checksum. and password columns are sortable by clicking the headers for easier navigation. Select a game to join. If you wish to join a private game, copy the server ID into the text field at the bottom and click join via ID.
